3: Via a local MVA office
If your prefer to access MVA services in person or your specific needs require an in-person visit, most, if not all, driver license services can be handled at a physical MVA office location. Varying MVA offices sometimes supply different types of services so you will need to check before your visit to make sure the MVA closest to you provides the service you require. New Maryland Car Title
In Maryland, it is necessary to apply for a new title when you purchase a new or used vehicle, change ownership of a vehicle or when it is registered for the first time within the state. If you are the owner you will need to have the title of that vehicle put in your name. Whether you have purchased your vehicle from a private party, out-of-state dealer, you're refinancing your vehicle or your need to add or remove an owner from that vehicles title you will need to apply for a new title.

Obtaining a Duplicate Title
Losing your car title can be a pain, but if you live in Maryland it is easily fixable. You can apply for a duplicate title either online or in person at any MVA office.
If your title is lost or stolen in Maryland, you will need to complete and sign an application for a duplicate title. You will be required to pay a duplicate fee of $20 and present certain proofs of identification and ownership. Changing the Address On Your Car Title
In Maryland, changing the address on your vehicle's title can be completed either by mail in person at any MVA office. You are required to report a change of address to the MVA as soon as possible following your move.Once you've changed the address on your vehicle title and registration, you may also want to change the address on your driver's license and voter registration. Changing the Name On Your Car Title
If you've recently legally changed your name, in Maryland, and would like your car title to display your new name, you will first need to update your information with the Social Security Administration. Once you've updated your name with the SSA, you have the option of changing the name on your car title in person at your local MVA office.
Maryland Bill of Sale
A bill of sale is not mandatory in the state of Maryland, but it is an advisable course of action regardless of whether you are the buyer or seller of a car. The Maryland bill of sale should include the names, addresses and signatures of both parties, the transaction date, the price the vehicle was purchased for, its odometer reading and its vehicle identification number (VIN). Note that a bill of sale must be notarized in Maryland in order for it to be valid.
